The Secretary for Justice, Ms Elsie Leung explains in an article entitled "Court of Final Appeal's Authority Respected" why the Government considers it appropriate to include in its "Case for the Appellant" in respect of the right of abode claim of Chong Fung Yuen a submission that the Court must refer Article 24(2)(1) of the Basic Law to the Standing Committee of the National People's Congress for interpretation.
