Contract Legal Clerk
(Salary: $ 21,875 per month)

Entry requirements :
Candidates should have
(a) (i) Level 3 or equivalent [Note (1)] or above in five subjects in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) [Note (2)], or equivalent; or
(ii) Grade E or above in two subjects at Advanced Level in the Hong Kong Advanced Level Examination and Level 3 [Note (3)] / Grade C or above in three other subjects in the Hong Kong Certificate of Education Examination (HKCEE) [Note (2)], or equivalent; and
(b) met the language proficiency requirements of Level 3 [Note (3)] or above in Chinese Language and English Language in HKDSEE or HKCEE, or equivalent.
(Remarks: Candidates will be required to pass a written test)
Notes:
(1) For appointment purpose, “Attained with Distinction” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade C in Other Language subjects in the HKDSEE are accepted as equivalent to Level 3 in the New Senior Secondary subjects in the HKDSEE.
(2) The subjects may include Chinese Language and English Language.
(3) For appointment purpose, “Grade C” in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to “Level 3” in Chinese Language and English Language in the 2007 HKCEE and henceforth.
Duties :
To be responsible for—
(a) performing data checking and verification works for Hong Kong e-Legislation (HKeL), including assisting in data fixing works, performing related scanning and image conversion exercises; conducting system tests; checking and rectification of XML tags of converted data; verification of legislation data; maintenance of proper records etc.;
(b) preparing, counter-checking, proofreading and vetting manuscripts for legislative updates and other documents;
(c) checking the style and format of bilingual legislation and documents; and
(d) performing other duties as assigned by supervisors from time to time.

Terms of Appointment : The successful candidate will be appointed on non-civil service contract terms for around 9 to 12 months. Renewal of contract will be subject to the service need of the Department of Justice and the candidate’s performance.

Fringe Benefits : Include an annual leave of 14 days per year of service; full pay sick leave in accordance with the provisions of the contract; maternity leave/paternity leave, where appropriate.

HOW TO APPLY :

Candidates should apply in writing with a completed application form [G.F. 340 (Rev.3/2013)], which is obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau’s website (https://www.csb.gov.hk).

Candidates should submit in person or by post, on or before 19 September 2022 at 6:00 p.m. Hong Kong Time, duly completed application forms [G.F. 340 (Rev. 3/2013)] together with copies of supporting documents to Administration Unit, Law Drafting Division, Department of Justice (Address: Room 384, 3/F East Wing, Justice Place, 18 Lower Albert Road, Central) (Enquiries: 3918 4548). For applications submitted by post, the Hong Kong postmark date on the envelope will be regarded as the date of submission of the application form. Late application will not be accepted.

To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Department and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Candidates will bear any consequences arising from paying insufficient postage. Applications submitted by fax or email will not be accepted.

Candidates must state in details in the application forms their academic qualifications and work experience. The information should include – (i) gradings of all subjects taken in public examinations from secondary education onwards; (ii) the course/programme title of their post-secondary studies (if any); (iii) the exact start and end dates of period(s) of their academic studies and employment in the format as required in the application form (if any); and (iv) employment records with detailed description of duties (if any). Copies of the relevant transcripts/diplomas/certificates or other qualification documents should be submitted together with the completed application forms. If candidates fail to provide the supporting documents as required, their applications will not be considered.

As invitations or notifications will be sent to candidates by email, candidates should provide an accurate email address in their application. Candidates are responsible for checking their emails to ensure that invitation(s) or notification(s) will be duly received.

Applications not made in the prescribed form [G.F. 340 (Rev. 3/2013)] or which are incomplete will not be considered.

Candidates who are selected for the written test/interview will normally receive an invitation about 6 to 8 weeks after the closing date for application. Those who are not invited for the written test/interview may assume that their applications are unsuccessful.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates together with their application forms by the application deadline.
