Mr. Frank Poon joined the Department of Justice (then Legal Department) as a Crown Counsel in 1991. He has served in the Civil Division, the International Law Division and Legal Policy Division throughout his career. In July 2008, he was appointed as Deputy Solicitor General. His interests include air law, international trade law and private international law.

Mr. Poon is a member of the Working Group tasked with implementation of the proposals for reform of arbitration law. His current portfolio includes promotion of legal services and arbitration services in Hong Kong and liaison with the relevant Mainland authorities on legal and arbitration matters. Mr. Poon has participated in the negotiations of a number of international agreements. He has also participated in discussions with the Supreme People’s Court that led to the conclusion of the Arrangement on Reciprocal Recognition and Enforcement of Judgments in Civil and Commercial Matters by the Courts of the Mainland and of the Hong Kong SAR Pursuant to Choice of Court Agreements in 2006.
