Mr David Fong is a member of the Harcourt Chambers and was called to the Hong Kong Bar in 2013. He obtained a Master of Laws (Transportation and Maritime Law) degree with distinction from the City University of Hong Kong in 2012.

David maintains a predominately civil practice (including carriage of goods by sea, charterparty, marine insurance, arbitration and commercial litigation) and has been both instructed as counsel in arbitration and appointed as arbitrator. He is a Fellow of the Chartered Institute of Arbitrators, Singapore Institute of Arbitrators and Supporting Member of the London Maritime Arbitrators' Association. He is also an arbitrator of Hong Kong International Arbitration Centre, Kuala Lumpur Regional Centre for Arbitration, Shanghai Arbitration Commission, Shanghai Arbitration Court of International Shipping, Hong Kong Maritime Arbitration Group and China Maritime Arbitration Commission. He has served the Chartered Institute of Arbitrators (East Asia Branch) as a committee member since 2011.

David is also an Accredited Mediator and Assessor of the Hong Kong Mediation Accreditation Association Limited. He was a Director of the Joint Mediation Helpline Office from 2010-2012 and is at present its Honorary Treasurer.

David has published articles about arbitration and shipping law in China Business Law Journal, Hong Kong Lawyer and Asian Dispute Review. He is a co-author/ contributing author of Transportation Law in Hong Kong (Kluwer, 2013), Hong Kong Arbitration Law Casebook (Sweet & Maxwell, forthcoming 2014) and Maritime Law and Practice in Hong Kong (Sweet & Maxwell, forthcoming 2015).

Prior to joining the Bar, David had worked as a Certified Public Accountant (Hong Kong) for around 15 years. David is a Fellow of the Association of Chartered Certified Accountants, the Hong Kong Institute of Certified Public Accountants and the Taxation Institute of Hong Kong.
