After graduation from The Chinese University of Hong Kong, Mr Koo Tsang Hoi joined the Hong Kong Government as a civil servant. He was later awarded the Government legal training scholarship and studied law in England. He has been in private practice since being qualified as a solicitor. He is now a partner of Messrs T.H. Koo & Associates.

Mr Koo was appointed as a China Appointed Attesting Officer in 2000. He became a member of the council of the Association of China Appointed Attesting Officers Limited in 2011 and is now the Vice-president of the Association.

Apart from his legal work, Mr Koo was once a part-time lecturer of the Training Centre of the Bank of China Group, an Adjunct Professor of SPACE of The University of Hong Kong and a visiting lecturer of The China Business Centre of The Hong Kong Polytechnic University.
