The Department of Justice of the Government of the Hong Kong Special Administrative Region welcomes you to the seventh Hong Kong Legal Services Forum to be held in Xi’an on 27 May 2025.

Since 2010, the biennial Hong Kong Legal Services Forum has been held in Shanghai, Guangzhou, Qingdao, Nanjing and Chengdu to promote the international legal and dispute resolution services of Hong Kong to enterprises and other service users in the Mainland. The last Forum held in Chengdu was well received with over 1 200 participants from across the business and legal sectors in the nearby regions. The notable success of the previous Forums has demonstrated the value of such Forums in promoting the international legal and dispute resolution services of Hong Kong to Mainland enterprises and other service users.

As a key link and the prime platform for the “Belt and Road Initiative”, Hong Kong actively supports this important national development strategy to capitalize on its immense opportunities. This year, the seventh Hong Kong Legal Services Forum will be jointly organised by the Department of Justice of the Government of the Hong Kong Special Administrative Region, the Department of Justice of Shaanxi Province and the Hong Kong and Macao Affairs Office of Shaanxi Provincial People’s Government, together with the Hong Kong Trade Development Council and the Xi’an Municipal People’s Government as co-organisers in Xi’an.

Featuring the theme of “Serving the Belt and Road Initiative: A New Chapter in Shaanxi-Hong Kong Cooperation”, the seventh Forum will discuss issues of interest to “go global” enterprises in Shaanxi including sound risk management in the context of cross-border transactions and foreign investment under the “Belt and Road Initiative”. The Forum will also discuss the international legal and dispute resolution services which Hong Kong, as a “super-connector for cross-border transactions” and “centre for dispute resolution services”, can offer.

The Forum will cover multiple practical legal issues commonly encountered by enterprises, including legal risk assessment and management in cross-border investments by Mainland enterprises, new trends and advantages of diversity in dispute resolution services, as well as cross-border trade in and protection of intellectual property. The Forum will feature speeches and panel discussions by Hong Kong legal and dispute resolution professionals who have extensive experience in handling international and cross-border legal matters. A mock mediation and a mock arbitration will be held in the afternoon to showcase how disputes can be resolved effectively through mediation and arbitration. There will be Question and Answer time in each session of the Forum so as to allow exchange between participants and speakers. Participants may also consult the legal practitioners directly on specialised areas of law during the networking session to be held after the Forum. We look forward to your participation at the Forum, which will facilitate exchanges and further cooperation between the legal and dispute resolution sectors as well as businesses of Hong Kong and the Mainland.
