The Deputy Secretary for Justice, Mr Cheung Kwok-kwan, speaks at the celebration ceremony of the 40th anniversary of the Hong Kong Pei Hua Education Foundation and the 25th anniversary of the establishment of the Hong Kong Special Administrative Region today (November 24).
