
In the Chief Executive’s 2025 Policy Address, the Deputy Secretary for Justice is tasked to promote Hong Kong’s legal services in collaboration with other professional services to support Chinese Mainland enterprises’ “going global”.
On 13 December 2025, under the steer of the Deputy Secretary for Justice, Dr Cheung Kwok-kwan, the Hong Kong Professional Services GoGlobal Platform was launched to implement the initiative set out in the Policy Address.

To support Chinese Mainland enterprises in their “Go Global” strategies and provide them with comprehensive and incisive information on the features of Hong Kong’s legal and other professional services providers, including their specialised practice areas and professional strengths, the Department of Justice of Hong Kong has published the Panel List of Hong Kong Legal Services Providers Supporting "Go Global".
The Panel List covers more than 70 legal services providers including local and registered foreign law firms, practicing barristers and international arbitration institutions, exhibiting the following strengths of Hong Kong as an international legal hub:
Enterprises are welcome to make reference to the Panel List (click here) and exercise their own judgments in selecting their partners.
The Panel List will also be rolled out gradually on the Cross-sectoral Professional Services Platform website operated by the Hong Kong Trade Development Council, offering enterprises one-stop access to Hong Kong’s different professional services.
On 13 December 2025, the Department of Justice officially released the inaugural edition of the “Collection of Success Stories: Hong Kong’s Professional Services Supporting Chinese Mainland Enterprises Going Global” (“Collection”) at the launch ceremony of the Hong Kong Professional Services GoGlobal Platform.

The inaugural Collection features over 50 success stories spanning various professional domains, including legal, finance, accounting and dispute resolution, covering different industry sectors and investment locations, such as the emerging markets of the Association of Southeast Asian Nations, the Middle East and Africa, highlighting Hong Kong’s distinctive role as a “super connector” and “super value adder” and showcasing the richness and diversity of Hong Kong’s professional talent, our excellent service standard, and alignment with international best practices.

The inaugural Collection of Success Stories was met with the positive feedback from the business and industry counterparts and professional services sectors. We are preparing for the second edition of the Collection to continue to demonstrate, in concrete terms, Hong Kong’s unique role as a “world class springboard” and the advantages of its legal and other professional services.
On 9 January 2026, the Expert Committee on Professional Services for Going Global was established, which advises the Department of Justice on the strategy for promoting Hong Kong's legal and other professional services sectors to support Chinese Mainland enterprises seeking to go global.

Chaired by the Deputy Secretary for Justice, Dr Cheung Kwok-kwan, the 13 members of the Expert Committee comprise experts from the legal, financial, and accounting sectors from the Chinese Mainland and Hong Kong, as well as outstanding business and corporate representatives, for a term of two years. The Expert Committee will provide advice and assistance on enhancing the understanding of the needs of Chinese Mainland enterprises expanding overseas, and co-ordinating with Hong Kong's professional services sectors, including the legal, accounting, and financial sectors, to support Chinese Mainland enterprises going global.
