Voting for the Most Popular Award
The 5th anniversary of the Hong Kong National Security Law is forthcoming and the commencement of the Safeguarding National Security Ordinance has reached its 1st anniversary. The Social Media Post Competition organised by the Department of Justice and Security Bureau, supported by the Education Bureau, has been met with enthusiasm. The Competition is one of the major national security educational events this year and is aimed at raising general awareness of the public, especially students, of the law safeguarding national security in the HKSAR and enhancing their understanding of national security matters. 57 entries have been shortlisted from nearly 600 posts for public voting for “The Most Popular Award”. Members of the public may vote in each of the Primary, Junior Secondary, Senior Secondary and Tertiary Institutions & Uniformed Groups Divisions at the specified platform.

Voting Rules
- Entries of this Social Media Post Competition shortlisted by the Organisers (i.e. the Department of Justice and the Security Bureau) are eligible for the “Most Popular Award”. The shortlisted entries can be viewed here.
- To vote for an entry, please click “like” (i.e. “♥”) below the entry. You may vote for more than one entry in any or all Divisions. All emojis and comments will be ignored.
- For each Division of the Competition, the “Most Popular Award” will be given to the entry that receives the highest number of “likes” on the Instagram account shown on this webpage (“IG Account”).
- Voting for the “Most Popular Award” begins from today until 18 June 2025. Only “likes” received by an entry during this period will be tallied.
- Only “likes” from real, active accounts will be regarded as valid.
- “Likes” obtained from shared or reposted versions of the original entry will not be counted — only “likes” on the original entry posted in the IG Account will be considered.
- The Organisers reserve the right to monitor and verify the “likes” given to each shortlisted entry. If the Organisers observe any irregularity or suspicious voting, it may disregard such votes as it considers appropriate. The Organisers’ determination on the final number of “likes” received by each entry shall be final and conclusive.
- An entry may be unable to be uploaded to YouTube or may be removed from such platform due to “Content ID” claims automatically generated by the system of Youtube or other reasons beyond the control of the Organisers. If an entry is shortlisted but cannot be uploaded on YouTube, members of the public may still view the entry and vote on the IG Account. If the entry is also unable to be uploaded to the IG Account, or required to be removed from the IG Account (or has been removed from the IG Account) for any reason, the number of votes received will be counted up to the time when the entry is removed. Such votes upon verification by the Organisers will be counted for the purpose of determining whether the entry will receive the “Most Popular Award”.
- The Organisers reserve the right to make final decisions in case of any disputes or unforeseen circumstances.
- Any attempts to manipulate the “likes” of an entry through unethical means will result in disqualification of the entry. Suspicious activity, such as the use of bots or fake accounts to vote for an entry will also lead to disqualification of the entry.
- The winner of the “Most Popular Award” will be announced on the Competition webpage.
- The Organisers will not collect or retain any personal data of any voter.
